                          VERIFIED COMPLAINT

A.    NATURE OF ACTION

     1.  Plaintiffs in this civil rights action are a political

body known as The Public Interest, a registered voter who desires

to cast her votes for the Leechburg Area School District

(hereinafter "LASD") Public Interest school-board candidate, and

the school board candidate himself.  They challenge Defendant

county elections' officials' application to them of a facially

discriminatory Pennsylvania Election Code (hereafter "Code")

provision that establishes two different candidate-

disqualification standards - one that applies to established

political parties and a different, much more burdensome one that

applies to smaller emerging political associations and

independent candidates.  More specifically, the Code permits the

two major parties to nominate as their local school-board



candidate any registered voter, regardless of party affiliation.
