                                            COMPLAINT

       Plaintiff, Samar Kaukab ("Ms. Kaukab"), by and through her attorneys, makes this

Complaint against defendants as follows:

                                 PRELIMINARY STATEMENT

       1.      This civil rights action arises out of the unlawful surveillance, stop, continued

detention, strip search of, and unwarranted, forced removal of religiously significant clothing

from, Ms. Kaukab at O'Hare International Airport ("O'Hare") on November 7, 2001.  Ms.

Kaukab was subjected to this unlawful course of conduct because of her ethnicity, religion and
