Plaintiff, the United States of America, acting upon notification and
Attorney General by the Federal Trade'Commission ("FTC" or "Commission"), for its
alleges that:
1. Plaintiff brings this action under Sections $(a)(l), 5(m)(l)(A), 9,
19 of the Federal Trade Commission Act, 15 U.S.C. 50 45(a)(l), 45(m)(l)(A), 49,53(b),
and 57b, and the Telephone Disclosure and Dispute Resolution Act of 1992 ("?-DORA"),
15 U.S.C. 50 5701 et. seq., to obtain injunctive relief and consumer redress for violations of
Section 5(a)( 1) of the Federal Trade Commission Act, 15 U.S.C. § 45(a)(l), and to obtain
monetary civil penalties, consumer redress and injunctive and other relief for Dkfendants'
