COMPLAINT FOR PERMANENT INJUNCTION AND OTHER EQUITABLE RELIEF
Plaintiffs, the Federal Trade Commission ("FTC" or "the Commission"), and the
Commonwealth of Virginia ex rel. Mark L. Earley, Attorney General of Virginia ("the
Commonwealth of Virginia") for their complaint allege:
1. The FTC brings this action under Sections 13(b) and 19 of the Federal
Commission Act (`FTC Act"), 15 U.S.C. $8 53(b) and 57b, to secure preliminary and
injunctive relief, restitution, rescission or reformation of contracts, disgorgement, and
equitable relief for Defendants' deceptive acts or practices in violation of Section
